Take care of your personal belongings, do not leave them with anyone, do not trust them to anyone. Distrust plainclothes policemen with false IDs. Ask help only of policemen in green uniforms.

Municipal and departmental governments have tourist offices where you can get information and maps of the city you are visiting.
3. Are there any specific tourist guards or gendarmes?
Bolivia has the Tourist Police, where expert policemen assist and ensure the safety of tourists. Beware of FAKE plainclothes policemen with false IDs, do not be fooled by these people. You should go to the Tourist Police office in the city where you are or to your country's Embassy or Consulate.
5. What precautions should I take before traveling to the high-altitude cities of La Paz, Oruro or Potosí?
The altitude does not affect everyone. Some visitors do not suffer any type of effects, others do. When you arrive, it is best to rest, avoid alcohol and heavy meals. You should drink a lot of water. You could also take "sorojchi pills" which you can buy at any pharmacy or drink coca leaf tea. In case of fatigue or discomfort, avoid physical effort. If the symptoms continue, seek medical advice.
